A Remediation Strategy is required when the Phase 2 Site Investigation and Generic Quantitative Risk Assessment (GQRA) identify significant or complex risks to human health, controlled waters, ground‑gas receptors or ecological systems. This stage forms Phase 3 of the Land Contamination Risk Management (LCRM) framework and provides the evidence‑based approach needed to select, justify and design proportionate remediation measures.

A Phase 3 remediation strategy typically includes:
Detailed Quantitative Risk Assessment (DQRA) – Where GQRA identifies elevated or complex risks, we undertake DQRA to model contaminant behaviour, exposure pathways and receptor sensitivity in greater detail. This provides the quantitative evidence required to justify remediation decisions and secure regulator approval.
Options appraisal – Assessment of feasible remediation approaches, considering technical effectiveness, sustainability, cost, programme, regulatory acceptance and site‑specific constraints.
Updated Conceptual Site Model (CSM) – Refinement of source–pathway–receptor relationships based on intrusive evidence, monitoring data and quantitative risk assessment.
Preferred remediation option selection – Identification of the most appropriate and proportionate remediation method, aligned with stakeholder aspirations and regulatory expectations.
Remediation design – Preparation of a detailed remediation strategy and setting out how works will be undertaken, including sequencing, materials management, verification requirements and environmental controls.
Residual CSM – Preparation of a residual conceptual site model demonstrating how remediation will break pollutant linkages and reduce risks to acceptable levels.
Stakeholder engagement – Liaison with planning authorities, contaminated‑land officers, warranty providers and regulators to support approval and discharge of planning conditions.
Tender support – Assistance with tender preparation, review and contractor selection to ensure remediation works are delivered efficiently and compliantly.
Remediation strategies are commonly commissioned by developers, contractors, planning consultants, architects, commercial property owners, legal teams and regeneration organisations. These projects rely on clear, defensible remediation design to support planning approval, commercial certainty and long‑term environmental compliance.
Our remediation strategies follow the current LCRM framework, which superseded CLR11. Many planning authorities still reference CLR11 in legacy conditions, and our reporting remains fully compliant with regulator expectations where this terminology appears. DQRA is undertaken only where justified by GQRA and is used to support proportionate, defensible remediation design.
