PPN 006 (2025) vs PPN 06/21 (2021)
PPN 006 is the updated version of PPN 06/21, released to align with the Procurement Act 2023 (effective for procurements starting 24 February 2025). It does not change the core Carbon Reduction Plan (CRP) requirements - it mainly updates terminology, legislative alignment, and clarifies thresholds.

PPN 006 keeps all major requirements from PPN 06/21:
Carbon Reduction Plan Requirements
- Suppliers must commit to Net Zero by 2050.
- Must submit a Carbon Reduction Plan (CRP) following the standard format.
- Must report Scope 1, Scope 2, and specific Scope 3 emissions (business travel, commuting, waste, freight).
- CRP must be:
- Signed at board level
- Published on the supplier’s website
- Updated annually (≤12 months old at submission)
- Assessment remains pass/fail, not scored.
In short: the CRP content and obligations remain unchanged.
What Actually Changed (Form & Framework)
Renaming & Numbering
- PPN “06/21” has been renamed PPN 006.
- This is administrative – creates a consistent numbering system under the new law.
Legislative Alignment
- PPN 06/21 referenced PCR 2015.
- PPN 006 aligns to the Procurement Act 2023 and its new procurement rules.
- Applies to all procurements initiated on/after 24 Feb 2025.
Threshold Clarification
- The £5m per year contract threshold still applies.
- PPN 006 clarifies that the £5m is inclusive of VAT.
Updated Supporting Documents
Government published updated:
- “Guidance on taking account of Carbon Reduction Plans”
- An updated Technical Standard for CRP completion
These refresh terminology and references but do not tighten requirements.
Which PPN Do I Use Now?
- Use PPN 006 for procurements under the Procurement Act 2023 (from 24 Feb 2025).
- PPN 06/21 still applies to procurements started before that date.
Practical Impact
For most suppliers, no new CRP work is needed. A compliant CRP under PPN 06/21 will typically remain compliant under PPN 006, provided it is:
- current (≤12 months old),
- published, and
- in the standard format.
Contracting authorities simply need to update references in tender documents and ensure alignment with the Procurement Act framework.
