Transport Planning

Delivering smarter, sustainable mobility solutions that unlock development potential and shape resilient communities.

Transport Planning

Smarter Mobility for Sustainable Development

At Arthian, our Transport Planning team provides expert advice and innovative strategies that ensure development proposals are accessible, sustainable, and fully aligned with national and local transport policy. We support clients across every stage of the planning and development lifecycle – from initial feasibility to post-consent implementation – helping unlock land, overcome constraints, and build future-ready transport networks.

Policy-Led, Future-Ready Transport Strategies

Whether you’re promoting land through a Local Plan, navigating a planning appeal, or seeking consent for a complex mixed-use scheme, we provide transport strategies that are technically robust, policy-led and future ready. Our work integrates sustainability, innovation, and stakeholder engagement to deliver transport solutions that support development and community resilience.

Transport Assessments & Statements

We prepare detailed Transport Assessments (TAs), Traffic and Transport Assessments (TTAs) and Transport Statements (TSs) to support planning applications across a wide range of sectors, including residential, commercial, industrial, energy, and infrastructure projects. Our assessments are tailored to the specific scale and context of your development, ensuring a proportionate and evidence-based approach that addresses the requirements of local planning and highway authorities.

At the heart of our work is a commitment to sustainable transport. Every assessment considers opportunities for walking, cycling, and public transport access from the outset, aligning proposals with active travel policies, mode shift targets, and decarbonisation objectives.

We combine transport modelling, junction capacity analysis, and access design to demonstrate the impact of proposed developments and to identify appropriate mitigation measures. Our early engagement with stakeholders helps de-risk the process and accelerates planning approvals.

Transport Input to EIAs

Transport is a key component of the Environmental Impact Assessment (EIA) process. We provide technical input for Transport and Access chapters of Environmental Statements (ESs), ensuring compliance with the latest IEMA guidance and good practice.

Our EIA services include:

  • Baseline traffic data collection and analysis
  • Multi-modal trip generation and distribution
  • Impact assessments for noise, air quality, and climate
  • Cumulative impact analysis for major schemes

We work collaboratively with environmental consultants and EIA coordinators to ensure our input is well-integrated, technically robust, and tailored to the scope and sensitivities of each project.

Sustainable Mobility & Innovation

Arthian is at the forefront of sustainable transport and mobility planning. Our team champions strategies that reduce car dependency, design for active travel, and enabling modal shift to public and shared transport through targeted, evidence led interventions. We integrate principles of Low Traffic Neighbourhoods (LTNs), Mobility-as-a-Service (MaaS), Electric Vehicle (EV) infrastructure, and autonomous vehicle readiness into our planning frameworks.

We advise on sustainable transport strategies for new communities, garden towns, and strategic employment sites, always aligning with decarbonisation goals, net-zero strategies, and emerging best practice of how people and goods move.

Travel Plans & Mobility Management

Travel Plans and Mobility Management Plans (MMPs) are a key tool for encouraging sustainable travel behaviour and reducing car trips. We develop comprehensive Framework and Full Travel Plans/ MMPs that are practical, measurable, and tailored to site-specific constraints and opportunities.

Our approach ensures alignment with Local transport strategies, Regional modal shift targets, and National policy objectives. Our Travel Plans/MMPs include:

  • Site audits and accessibility assessments
  • Evidence-based mode share targets and monitoring frameworks
  • Implementation strategies and management plans
  • Coordination with local authorities and Travel Plan Coordinators

Post-consent, we also support implementation, monitoring, and annual reporting to satisfy planning conditions and developer obligations across Great Britain (Section 106), Northern Ireland (Section 76), and Ireland (via planning conditions under Section 34 and contributions under Sections 48/49 of the Planning and Development Act 2000).

Feasibility & Access Design

We provide early-stage feasibility advice and access design services that help clients understand constraints, opportunities and reduce planning risk before land acquisition or planning submission. From high-level access strategies to detailed junction designs, our work identifies cost-effective and deliverable solutions.

We advise on both external access and the internal layout of development sites, ensuring they integrate sustainable movement principles, highway safety, and servicing requirements from day one. We apply a robust working knowledge of highway and development design standards across the UK and Ireland, as well as local highway authority standards, residential design guides, and active travel policies.

Our team regularly supports:

  • Site promotion and development optioneering
  • Masterplanning of major land parcels
  • Site access and layout strategies
  • Haulage routes and abnormal load access
  • Road safety audits and swept path analysis
  • Coordination with local highway authorities and transport bodies

Local Plan Promotion

We support clients in promoting strategic sites through the Local Plan process, ensuring transport evidence aligns with policy aspirations and infrastructure delivery plans. From early representations to supporting Infrastructure Delivery Plans (IDPs) and Transport Evidence Bases, we help shape transport policy and advocate for your site’s deliverability.

Our strategic transport input includes:

  • Access feasibility and indicative masterplans
  • Multi-modal connectivity analysis
  • Strategic infrastructure coordination
  • Engagement with local authorities, National Highways, and sub-national transport bodies
