    Occupational Noise in a Modern World

    Noise-induced hearing loss remains one of the most preventable causes of work-related ill health, yet it can still be overlooked because damage often develops gradually and irreversibly. For employers in manufacturing, construction, engineering, utilities, waste, food production, entertainment and other noisy environments, occupational noise is not simply a compliance issue; it is a long-term health risk that needs active management, clear evidence and effective controls.

    Unlike many workplace hazards, the effects of excessive noise exposure are often not immediately obvious. Workers may not notice the early signs of hearing damage, and symptoms such as difficulty hearing conversations, sensitivity to sound or tinnitus can take years to develop. Once hearing has been damaged, it cannot be restored, making prevention the most effective and important form of protection.

    Under the Control of Noise at Work Regulations 2005, employers must assess risks from workplace noise, reduce exposure where reasonably practicable, provide suitable information and training, make hearing protection available or mandatory where required, and carry out health surveillance where workers remain at risk.

    What is the HSE focusing on?

    Recent HSE activity has put renewed emphasis on the quality of noise risk management. Inspectors are looking closely at whether assessments are suitable and sufficient, whether they identify practical noise control measures, and whether duty holders are relying too heavily on hearing protection as the main line of defence.

    The hierarchy of control remains a key principle. Wherever possible, employers should seek to eliminate noise at source or reduce it through engineering controls such as quieter equipment, acoustic enclosures, barriers, damping materials or changes to work processes. Administrative controls, such as limiting exposure time or separating noisy activities from other work areas, should also be considered before relying solely on personal protective equipment.

    Where hearing protection is used, HSE attention has also focused on whether it is suitable, correctly fitted, maintained, worn consistently, and does not prevent workers from hearing alarms, vehicles, communications or other warning signals. Simply issuing ear defenders is unlikely to demonstrate effective noise management if there is no evidence that risks have been assessed and controls reviewed.

    Why noise assessments matter

    A workplace noise assessment provides more than a set of sound level measurements. When carried out correctly, it helps employers understand which activities are creating the greatest exposure, which employees are most at risk and whether existing controls are providing adequate protection.

    Many organisations have undertaken a noise survey at some point in the past, but workplaces are rarely static. New machinery, changes in production volumes, revised shift patterns, altered layouts and evolving working practices can all affect employee exposure levels. As a result, assessments that were once considered sufficient may no longer provide an accurate picture of current risks.

    A robust noise assessment should identify exposure levels across different roles and tasks, compare findings against regulatory action values and determine where further controls may be required. It should also provide practical recommendations that support decision-making and continuous improvement, rather than simply documenting compliance.

    Common gaps we see

    Many organisations have historic noise surveys, but these may no longer reflect current processes, equipment, shift patterns or working practices. Others have measurements without a clear exposure calculation, or reports that recommend hearing protection without considering engineering or organisational controls first.

    In some workplaces, hearing protection is issued but not properly selected, fit checked, inspected or supported by effective worker training. Employees may wear protection inconsistently, remove it for communication purposes or use equipment that provides either insufficient or excessive attenuation. Both situations can create challenges, either by leaving workers exposed to harmful noise levels or by affecting their ability to communicate safely with colleagues.

    Another common issue is a lack of health surveillance. Where workers remain exposed above regulatory thresholds, audiometry can provide valuable information about the effectiveness of a noise management programme and help identify early signs of hearing deterioration. Without appropriate surveillance, employers may miss opportunities to intervene before permanent damage occurs.

    These weaknesses can leave employers exposed to enforcement action and, more importantly, leave workers at risk of permanent hearing damage and tinnitus.

    Building a proactive approach

    Effective noise management should be viewed as an ongoing process rather than a one-off assessment. Regular reviews, workforce engagement and continual monitoring can help ensure controls remain effective as workplaces change.

    Employees often have valuable insight into how equipment is used in practice and where noise issues arise. Involving workers in assessments and control reviews can help identify practical improvements that may not be immediately apparent through monitoring alone.

    By adopting a proactive approach, organisations can not only meet their legal obligations but also support employee wellbeing, reduce the risk of occupational disease claims and demonstrate a genuine commitment to protecting their workforce.
