The Challenge
Stirling Council required updated non domestic Energy Performance Certificates (EPCs) across a varied estate of public buildings. The initial programme covered over 50 sites, ranging from large secondary schools with floor areas exceeding 10,000m² to small nurseries under 200m². The portfolio also included community centres, corporate offices, and more bespoke properties such as the historic Old Town Jail and the iconic Wallace Monument. Coordinating access to such a diverse range of buildings—each with its own operational needs and sensitivities—presented a logistical challenge that demanded careful planning and stakeholder engagement.
The Solution
The programme was delivered by GEP Environmental, which became part of Mabbett in 2022 and transitioned to the Arthian brand in 2024. As part of this contract, our team arranged all site visits, with our Senior Contract Coordinator acting as the central point of contact for the Council and individual site representatives. This role was key to ensuring that each visit was clearly communicated, access requirements were understood, and disruption to building users was minimised.
Our assessors conducted the EPC surveys with professionalism and discretion, ensuring that the process was non-intrusive and tailored to the operational context of each site. This approach helped build trust with site staff and facilitated smooth access across the estate.
Following the successful delivery of the initial programme, Stirling Council commissioned Arthian to carry out EPCs for a further 20+ sites, along with ongoing ad-hoc requests. This continued partnership reflects the Council’s confidence in our ability to deliver high-quality, reliable services across a complex and varied property portfolio.
Arthian provided Stirling Council with fully compliant non-domestic Energy Performance Certificates for all surveyed sites. These certificates support the Council’s energy management strategy and regulatory compliance, while also contributing to broader sustainability goals.
This project demonstrates Arthian’s capability in delivering large-scale energy compliance programmes for public sector clients, combining technical expertise with strong coordination and stakeholder engagement.
