What is Social Value and when may it be a requirement?

In public sector procurement, social value is a formal requirement. The latest guidance, PPN 002 (2025), sets out how social value should be evaluated and embedded in contracts. It applies to central government departments and encourages alignment with national missions such as fair work, green growth, and community resilience.
