What is End of Waste?

Under the Waste Framework Directive, a material ceases to be waste when it:


     

  • Has undergone a recovery process,
  • Is commonly used for specific purposes
  • Has a market or demand,
  • Meets technical requirements and legislation,
  • Will not lead to overall adverse environmental or human health impacts.

Feasibility & Gap Analysis

We assess whether your material is a good candidate for EoW status by reviewing:

Quality Protocol Compliance

Where a Quality Protocol (QP) exists (e.g. for aggregates, compost, digestate), we help you:


     

  • Align your process with QP requirements
  • Implement quality management systems
  • Conduct product testing and validation
  • Prepare compliance documentation

Bespoke End of Waste Submissions

For materials not covered by a QP, we prepare bespoke submissions to the Environment Agency, including:


     

  • Product specification and intended use
  • Evidence of market demand
  • Environmental risk assessments
  • Process flow diagrams and quality controls


 

We liaise with regulators throughout the process to support a successful outcome.

Product Testing & Certification

We coordinate independent testing to demonstrate that your material:


     

  • Meets relevant product standards (e.g. BS, PAS)
  • Is safe for its intended use
  • Does not pose environmental or health risks


 

We can also support CE/UKCA marking and conformity assessments where required.

What is the difference between waste and a product?

Waste is subject to strict environmental controls. A product, once it meets EoW criteria, is no longer regulated as waste and can be sold, stored, or used without a permit—provided it

What is a Quality Protocol?

A Quality Protocol (QP) is a set of rules historically developed by the Environment Agency and WRAP that outlines how specific waste types can be processed into non-waste products. Examples include QPs for aggregates, compost, and digestate. Other bespoke QPs now exist.

What if there is no Quality Protocol for my material?

You can still apply for EoW status through a bespoke submission. This requires more detailed evidence and justification but can be successful with the right technical support.

How long does the EoW process take?

Timelines vary depending on the complexity of the material and whether a QP applies. Bespoke submissions can take several months, especially if regulator engagement is required.

What happens if my material doesn’t meet EoW criteria?

It will remain classified as waste and must be managed under waste regulations. However, we can help you explore alternative recovery or reuse options, including permitting or exemptions.
