Expert Support for PPC Applications, Variations & Surrender

At Arthian, our environmental consultants deliver Pollution Prevention and Control (PPC) permitting services to help operators meet regulatory requirements, minimise pollution and maintain compliance across the full permit lifecycle. Whether you’re applying for a new permit, updating an existing one or preparing for surrender, we provide clear, regulator-aligned support tailored to your site and sector.

Pollution Prevention and Control (PPC) Permitting Services

We support clients across:

  • Energy and utilities
  • Waste management and recovery
  • Chemical and pharmaceutical production
  • Metal processing and manufacturing
  • Food and drink, timber and textiles
  • Intensive agriculture and carbon capture

Our team includes former SEPA and NIEA staff, giving us unique insight into regulatory expectations and permitting pathways.

PPC Permit Lifecycle Services

We provide full support across all stages of PPC permitting:

  • New Permit Applications – Part A and Part B permits for new installations
  • Permit Variations – Updates to reflect operational changes, regulatory shifts or expansion
  • Permit Transfers – Full or partial transfer between operators, including EMS validation
  • Permit Surrender – Site condition reporting and closure documentation to satisfy regulators
  • Ongoing Compliance Support – Monitoring, reporting and condition discharge

We also offer gap analyses, regulator liaison, and day-to-day permitting support to help operators stay ahead of compliance obligations.

Best Available Techniques (BAT) & Emissions Management
Site Condition & Groundwater Monitoring
COMAH & Environmental Risk Assessment (ERA)

Best Available Techniques (BAT) & Emissions Management

PPC permits require operators to demonstrate the use of Best Available Techniques (BAT) to minimise pollution and environmental impact. We help clients:

  • Identify relevant BAT Reference Documents (BREFs) and BAT Conclusions
  • Assess emissions to air, water, land and noise
  • Develop cost-effective compliance strategies tailored to each installation
  • Liaise with regulators to justify BAT implementation and secure permit approval

  •

Our bespoke approach ensures that BAT is applied proportionally and effectively—avoiding unnecessary cost while satisfying regulatory expectations.

Ground water monitoring

Site Condition & Groundwater Monitoring

We support operators with:

  • Site Condition Reports (SCR) for new and varied permits
  • Baseline and surrender assessments
  • Soil and groundwater monitoring plans
  • Loss of containment investigations
  • Hydrogeological risk assessments
  • Closure and decommissioning reports

Our team has decades of experience delivering these assessments across high-risk sectors and sensitive sites.

COMAH & Environmental Risk Assessment (ERA)

For sites subject to the Control of Major Accident Hazards (COMAH) regulations, we provide:

  • CDOIF-aligned Environmental Risk Assessments (ERA)
  • Integration of ERA with PPC permit conditions
  • Liaison with the Health and Safety Executive (HSE) and environmental regulators
  • Mitigation planning and documentation to support permit approval

Our pragmatic approach helps clients manage risk, satisfy regulators and avoid delays.

Frequently Asked Questions

Do I need a PPC permit for my site?

If your activity meets thresholds under PPC regulations, a permit is required. We can advise through screening and feasibility.

What’s the difference between Part A and Part B permits?

Part A covers high-risk industrial activities with emissions to multiple media. Part B focuses on air emissions only.

Can you help with permit surrender?

Absolutely. We prepare Site Condition Reports and closure documentation to support regulator approval.

Do you liaise with SEPA or NIEA on our behalf?

Yes—we manage all communications with regulators throughout the permit lifecycle.
