Shaping the Future of the Scottish Highlands: A New Local Development Plan in Preparation

This new plan will consolidate existing frameworks to create a streamlined approach to sustainable development, aligning with Scotland’s ambitious environmental goals.

The new HLDP will replace the following:

  • Highland-wide Local Development Plan
  • Caithness and Sutherland Local Development Plan (CaSPlan)
  • Inner Moray Firth Local Development Plan (LDP 2)
  • West Highland and Islands Local Development Plan (WestPlan)

This new Plan will sit within the context of the National Planning Framework 4 (NPF4) – which sets out the national-level planning priorities – the new HLDP will form the foundation for future development across the Highlands. The HLDP Process: What to Expect

Today, 31st January, the Highland Council has launched its call for Development Sites. This process invites landowners and developers to submit new site proposals for inclusion in the HLDP.
